E17 Butterworth Outer Ring Road (BORR) is a short highway that also acts as a ring road for Butterworth, Penang, Malaysia. The 18.9km highway was opened to the public on 7 December 2005. Its concessionaire is Lingkaran Luar Butterworth (Penang) Sdn Bhd.
